Oh hun, I can relate to this completely. Kayleigh's dad has never paid a penny towards her upkeep. He's on DLA (Disability Living Allowance) and the CSA say that he gets x amount to live on each week, so they aren't allowed to take any money from him as he won't have enough to live on. The thing that pisses me off is that they look and me and my husband as a joint income before even deciding whether they will assess him, but they will only look at his DLA and not his wifes £40k a year!

If we are a joint income, why aren't they? I'm not saying that his wife should support my daughter, but my husband has no choice in it (not that he would ever complain).
It was Kayleigh's 15th birthday last Saturday and he sent her a 89p card (left the price on it) with Happy Birthday, love Daddy (she's 15 ffs!) and Ria inside. Not even a present as per the last 10 Xmas's and birthdays. My husband of 3 years 84 year old blind granddad who has just been made a widow after 62 years of marriage bought her a grandchild card and put a tenner in it. Makes me realise how shit her dad is.
Kayleigh hasn't spoken to her father in about 2 months since she told him where to get off. He won't be there when she graduates from uni, he definitely won't walk her down the isle on her wedding day, he's lost out on so much.
Anyone can be a father, it takes a real man to be a Dad.
