Can too much Synthroid delay ovulation? STILL haven't O'ed CD 23


I've been frustrated this month with my apparent lack of ovulation. I'm on CD 23, have had Highs on my CBFM since CD 11 (still no peak!), and +OPKs for the last 3 days. I had EWCM all day on CD 21, O-type pain, thought I O'ed, but have had no temperature rise (is it possible to O without the T rise??). I typically ovulate on CDs 15-17, so this is concerning me.
Several cycles ago, when I got a BFP (and MCed) I didn't ovulate until CD 32, which was weird and I wasn't sure what could have caused it. I'm on .125 mg of Synthroid and my TSH has gotten really low.

Has anyone else noticed a problem with ovulation if their Synthroid/Levothyroxine dose was too high?
It seems like my body keeps trying to O, just doesn't. I appreciate any info you have on this topic.
