Kegel are the strengthening of your pelvic floor muscle. It's the muscle you use to stop the flow of urine. You should do them all the time, but really when you are pregnant so that you don't become incontinent and it helps during labor. If you practice how to do it while you are peeing it helps and then you should do them sporadically throughout the day 50-100. I do them every time I stop at a red light and then whenever I think about it during the day. It also helps with orgasm.
