We live with constant background radiation. Not just from electrical items but from natural sources too, like the massive amount of slate found in Cornwall for instance. If you are lucky enough to have granite work surfaces in your kitchen, they give off radiation!!

I dont think the laptop on your knee is a problem in terms of raditation. Possibly heat but thats about it.
