The cervix can be quite sensitive for many women. If you've ever had a routine pelvic exam (pap smear) the doc will take a q-tip and gently swipe the cervix to collect cell samples for testing. That can often be felt and it may cause some dull cramping or aching for a few hours.
Also if DH or OH "runs into" it during BD'ing, it can get quite painful for some.
The procedure is exactly as Jenny said, it's the doc or nurse checking the cervix itself for its effacement and dilation.
The key to this procedure (to minimize pain) is to really stay relaxed. The pelvic floor muscles and birth canal can tense up and really make it difficult for the health care professional to locate and judge the cervix. They have to exert more pressure and often can't be as gentle because the patient isn't relaxed.
I always try to remember they don't like having their hand up my hoo hoo any more than I like their hand being there. Just take a deep breath, think of your baby and relax. It's over in a heartbeat.
