Its actaully no longer legal to give fish away at fairs, they passed a law on it a few years ago, due to animal cruelty.

I think its good they are introducing the new laws but I will be very suprised if they are inforced in anyway. Private sellers of animals will do as they please (as will some pet stores for that matter), and as for charging in suspicion of cruelty, thats a joke, the RSPCA dont tend to do anything unless thy have a TV camera pointed at them. Unfortunatly with my mum working for the police she saw just how little they do in cases of animal cuelty, so we do not support them at all.
