I prefer serving ebay people rather than the little old ladies with their pensions!!

especially regular ebayers because most have their proof of postings ready and know which service they want etc.
They have to serve you no matter what and if they huff and moan etc i would ask to see their manager as you dont need that! and they have to serve every customer the same.
As for some limiting you to how many parcels i would tell them that you will be contacting trading standards or whichever body that would fall under to complain.
In our office the only thing we do is advise the ebayers of our quieter times during the day so 1 they dont have to queue too long and 2 so it doesnt impact our queue times too much,whether they do this or not is up to them though
