Why don't you just say that you really can't afford it this year! im sure everyone will understand, if they don't understand.. then sod them next year.
Christmas isn't all about giving, cookies etc sound a nice idea to me!
Right well firstly Christmas should not be a time for people to expect things, and we all have rough times when money is tight. So why not buy little token gifts for people rather than trying to spend a lot of money.
Find something really Christmasy or that looks nice, but is cheap and cheerful. I go out with a bunch of girls once a month for a girly night out, and they are all coming over to me with their families Christmas eve and instead of buying them what I buy my 'friends' usually and them all having different things, I found some lovely bath things in a wooden draw type thing, in Superdrug that are presented very well and are a real bargain! so for under £20 I have bought all 4 of them something that I think is really nice!
Have a good look around.....it doesn't have to be expensive, it just has to be a little something. For example , we don't usually buy for the men in our family (like uncles and stuff) but I buy for 1 of my uncle's and he likes Ale....so I always buy him a Christmas ale which comes in a decorated tin and only costs £1.99.
Or make things....if I had time this year I was going to do truffles and sweets and mini christmas cakes etc but remeber to keep it cheap, as it can work out expensive.
